why cant the steam engine pull the load its self with out the assit of a diesel ?

Usually the steam engine does. Diesel is just there for breaking and to power the passenger cars.

the steam engine, believe it or not, is also pulling the diesel. the diesel is only used for dynamic braking downgrade and providing electricity for the coaches. A steam locomotive can no longer provide electricity for a train sadly.
